toolchain: update option descriptions for ARC tools arc-2020.09-release

bumped
* Binutils 2.34.50 with additional ARC patches
* GCC 10.0.2 with additional ARC patches
* GDB 10.0.50 with additional ARC patches

but forgot to update the version numbers stored in option descriptions.
