automake: use whenever possible the ACLOCAL_HOST_DIR variable

Use the ACLOCAL_HOST_DIR in the GTK_DOC_M4_INSTALL hook.

Move the ACLOCAL_HOST_DIR definition at the beginning so the definition
is ahead the utilization.
