The build fails if libintl.h is found but xgettext is not available:
Has header "libintl.h" : YES
Library intl found: NO
po/meson.build:28:5: ERROR: Can not do gettext because xgettext is not installed.
This is because enable_nls defaults to true if libintl.h is found. Use
the nls option to enable/disable NLS explicitly, depending on
BR2_SYSTEM_ENABLE_NLS,
Also, fix the second patch to always look for libintl, even if NLS is
not enabled. The enable_nls option disables processing the po files, but
the gettext calls in the source are still there, so we need to link with
libintl anyway.

This is due to the fact that init function of screen_functions
structure returns Page* but PageMap wants a std::unique_ptr<Page>

When ncurses is built with wide support, we install libncursesw (plus a
libncurses symlink) but NOT ncursesw.h, only ncurses.h. This combination
confuses the ncmpc build system as it expects a ncursesw.h when it finds
libncursesw:
meson.build:92:4: ERROR: Problem encountered: No ncursesw header found
The ncurses/ncursesw logic in the build system is only used to know what
header file to #include, and what library to link with. As we already
provide a libncurses symlink when building with wide support we can simply
force ncmpc to use the ncurses variant.

Since version 0.28 ncmpc only supports the meson build.
Therefore, adapt to package infrastructure according to the user manual.
Add a hash for the license file.
Add a nmpc entry for myself in DEVELOPERS

We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
This change is done by using following command.
