Rebased patch 0001.
Removed patch 0002, not needed anymore due to use of system ffmpeg
package.
Added patch 0002 to fix build with gcc-4.9, gcc-4.8 stays broken.
Switch from python2 to python3, reworked dependencies.
Rework platform handling following upstream changes, only the choice
of a render system (OpenGL vs. OpenGLES) is needed now, for details
see upstream PR 18534. Add configure options to force detection of the
host version of wayland-scanner.
Use system ffmpeg instead of internal build.

Reworked raspberry pi handling, it is not treated as separate platform
anymore.
Added dependencies to autoreconf cpluff. The autoreconf is normally
called from CMake, but it's better if we do it under our control.

The two helper programs TesturePackager and JsonSchemaBuilder are built
out of the same source tree as Kodi, so to avoid downloading the same
archive three times, let's them share the same download directory.

When host-kodi-texturepacker is built on a machine using gcc 7.x, it
fails to build with:
/usr/include/stdlib.h:443:14: error: declaration of ‘void* reallocarray(void*, size_t, size_t) throw ()’ has a different exception specifier
extern void *reallocarray (void *__ptr, size_t __nmemb, size_t __size)
This commit backports the upstream fix for this problem.
The issue could be reproduced with the following defconfig (and a gcc
7.x host compiler):

Since things are no longer installed in $(HOST_DIR)/usr, the callers
should also not refer to it.
This is a mechanical change with

Needed for upcoming kodi version bump to 17.1-Krypton which will also
switch the kodi build system to CMake.
"-std=c++0x" is needed to maintain compatability with host-gcc 4.6.
