Remove the redundant usr/ component of the HOST_DIR paths. Since a
previous commit added a symlink from $(HOST_DIR)/usr to $(HOST_DIR),
everything keeps on working.

The check-package script when ran gives warnings on ordering issues
on all of these Config files. This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter s in the package directory.
The appropriate ordering is: type, default, depends on, select, help

Some users may want to build the s6-rc service database offline using a
post-build script. So make the host variant visible in menuconfig.

This new package provides s6-rc, a service manager for s6-based systems,
i.e. a suite of programs that can start and stop services, both
long-running daemons and one-time initialization scripts, in the proper
order according to a dependency tree.
The host variant is provided so s6-rc-compile is available and can
be used to build the services database offline, either in a package
Makefile or a post-build script.
