Adam Duskett 96d3d01796 libsepol: bump to 2.7, setools: bump to 4.1.1
The reason for combining these patches is because the
old version of setools is not compatible iwth libsepol 2.7.  If a user where
to do a git pull on a patch that only updates libsepol or setools, the build
would fail to compile.

setools has been completely rewritten in python instead of C.

The current version of setools includes a few programs that require
python-qt5 or python-networkx to run, however the package does not
check to see if these exist when compiling, and will install the scripts
to the target directory even if they don't exist.

In the case of python-networkx, this package is not available on Buildroot.
The scripts that require them are: sedta and seinfoflow.
In the case of python-qt5, qpol is the script that requires it.

Some setools.mk notes to get the package to compile:

- Convert the package .mk to use python-package instead of autotools-package.

- setup.py hard codes base_lib_dirs to point to several host directories.
  To fix this, sed is used before compiling to point the base_lib_dirs to
  the staging directory.

- setup.py also includes the "Werror" flag, however compilers before gcc6
  cause a few autogenerated variables to not be initialized before use,
  causing the build to fail.
  To fix this, a patch is provided that removes the Werror flag.

- Remove sedta and seinfoflow from the target system after install.  These
  packages rely on the package python-networkx which is not available in
  buildroot.

- Remove the installed apol package and the setoolsgui directory from the
  target directory if python-qt5 is not selected.

Other changes:
- Removed all patches, as they are not compatible with the new version of
  setools.

- Add COPYING, COPYING.GPL, and COPYING.LGPL to setools.hash

Adam Duskett c44cfa2bc3 package/s*/Config.in: fix ordering of statements
The check-package script when ran gives warnings on ordering issues
on all of these Config files.  This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter s in the package directory.

The appropriate ordering is: type, default, depends on, select, help

Adam Duskett ebcca24c95 libselinux: bump to version 2.5
In addition, if a user is using glibc 2.22, the default CFLAG
D_FILE_OFFSET_BITS=64 will cause a compile error.  This flag is now
removed from the CFLAGS in the make file to ensure that toolchains
compiled against glibc 2.22 will build the new version of the package
properly.

In addition, libselinux now uses fts(), which is not available on musl,
and not provided by our default uClibc configuration. Therefore,
libselinux now depends on glibc, as well as all its reverse
dependencies.

Thomas Petazzoni 8a2e75633f setools: fix build on SPARC64
To build shared libraries on SPARC64, -fPIC must be used instead of
just -fpic. This commit fixes the setools package, which allows to get
rid of the following autobuilder failure:

Luca Ceresoli 7b0e757fb8 package: Remove trailing slash from all package site URLs
The recommended form is without the trailing slash, and will become
mandatory in a coming commit.

This avoids the need for the $$($(2)_SITE:/=) magic in package/pkg-generic.mk
to avoid double slashes in download URLs, like
"https://mosh.mit.edu//mosh-1.2.5.tar.gz".
                     ^^

Note: this work has already been done in b0b9606530 a few
months ago and earlier in c7f4b96471 and 4a9eb20de8,
but no check has been added at that time to avoid new slashes to slip
in, and so they did. This time a patch will follow immediately to
prevent future mistakes from being unnoticed.

Mass-replaced with the following command:

  git grep -l '_SITE.*/$' | xargs sed -i '/_SITE.*=/s|/$||'

Vicente Olivert Riera fa9d0818f4 setools: depends on host-flex
setools needs host-flex in order to generate some source files during
build time, otherwise it will fail with an error like this one:

error: policy_scan.c: No such file or directory

Issue reported here as a race condition problem, but it turned out that
it the actual problem was the lack of host-flex:

As reported upstream:

setools tries to compile a .c file before being generated and then it
produces an error like this one:

error: policy_scan.c: No such file or directory

Until upstream fixes the problem we can workaround this by using MAKE1
as the SETOOLS_MAKE.

Yann E. MORIN 82c40a83e9 package/setools: needs wchar
Even though setools itself does not require wide chars, the configure
script needs them when testing for C99 support.

Since:
  - it is not clear whether wchar are mandatory for C99 or not,
  - only uClibc may miss support for wide chars,
  - using SELinux would probably involve rather big systems (i.e. glibc
    would not be such a huge overhead),
just make setools depend on the toolchain having widechar.

Thomas Petazzoni 881845f5fc libselinux: mark as not available on ARC
libselinux causes some build problems due to the toolchain on ARC,
which haven't been solved so far. As a temporary solution for Buildroot
2015.08, this commit makes libselinux (and its reverse dependencies)
unavailable on ARC. Of course, once the toolchain problem is
addressed, this commit can be reverted to re-enable libselinux on ARC.
