Fix previous commit[1] which purpose was to fix parallel build. It
didn't work since it assigned $(MAKE1) to LIBSVGTINY_MAKE, but this is a
generic-package and building is done using $(MAKE), then LIBSVGTINY_MAKE
was ignored. Let's substitute instead $(MAKE) with $(MAKE1) in
LIBSVGTINY_BUILD_CMDS.

Build can sometimes fails on:
src/svgtiny.c:21:10: fatal error: autogenerated_colors.c: No such file or directory
#include "autogenerated_colors.c"

because svgtiny.c does not properly depends on autogenerated_colors.c
that is built by gperf. So, just disable parallel build instead of
trying to fix this issue especially because libsvgtiny uses the netsurf
buildsystem

Since things are no longer installed in $(HOST_DIR)/usr, the callers
should also not refer to it.
This is a mechanical change with
git grep -l '$(HOST_DIR)/usr/share' | xargs sed -i 's%$(HOST_DIR)/usr/share%$(HOST_DIR)/share%g'

As source url use the git repository instead of the unavaiable svn
repository.
Also because the git repository does not include the netsurf core
buildsystem source that are needed to build this package add as
dependency the netsurf-buildsystem package and use those files through a
symbolink link.
This fix the following error:

glibc-2.20 includes some changes to the include/features.h file
introduced by this commit:

Thanks to the pkgparentdir and pkgname functions, we can rewrite the
GENTARGETS macro in a way that avoids the need for each package to
repeat its name and the directory in which it is present.

TARGET_CONFIG_ENV got removed in e721a7c07 (Merge TARGET_CONFIGURE_ENV
into TARGET_CONFIGURE_OPTS), so remove it from the recent libsvgtiny
package as well.
