This package uses dashes as the version separator while
release-monitoring uses dots. As the <pkg>_VERSION is used to match
against release-monitoring, this patch changes the version variable to
use dots instead.

This commit switches to use the new gettext logic, which involves:
- using TARGET_NLS_DEPENDENCIES instead of hand-encoded dependencies
on gettext/host-gettext
- dropping BR2_PACKAGE_GETTEXT selection
The BR2_USE_WCHAR dependency was only needed for gettext. But now, we
no longer need gettext unconditionally, so this dependency on
BR2_USE_WCHAR is removed.

The check-package script when ran gives warnings on ordering issues
on all of these Config files. This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter d in the package directory.
The appropriate ordering is: type, default, depends on, select, help

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv3/LGPLv3+ is LGPL-3.0/LGPL-3.0+.
This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv3(\+)?/LGPL-3.0\1/g'
