Yann E. MORIN a222e5b586 package/ligpgme: don't use :=, use += and subst
This makes it more in-line with how we handle such case in the
rest of Buildroot.

Also, move the variable assignment before its use. Even though
in a makefile that does not matter, it makes it cleaner, more
logical, and easier to follow (for us mere humans).

Baruch Siach b65255ccc3 package/libgpgme: C++ binding requires gcc 5
libgpgme now use the -Wsuggest-override warning parameter when building
the C++ binding. This requires gcc 5 or newer.

Thomas Petazzoni 3df53aa11d package/libgpgme: properly tweak gpgme-config
libgpgme installs a gpgme-config script, it should be tweaked using
the <pkg>_CONFIG_SCRIPTS mechanism. This is generally useful and is
going to be particularly important with per-package directories.

Rahul Bedarkar 30a3e8d108 boot, package: use SPDX short identifier for LGPLv2.1/LGPLv2.1+
We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv2.1/LGPLv2.1+ is LGPL-2.1/LGPL-2.1+.

This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv2.1(\+)?/LGPL-2.1\1/g'

Gustavo Zacarias 5130e9f874 libgpgme: improve language bindings
The C++ bindings require C++11 support with minimum gcc version 4.8, so
handle it accordingly.

The new python bindings require some work, but since they were
previously unavailable just disable them for now until someone is
interested in building/using them. Fixes:

Baruch Siach 9d217aa4dd libgpgme: fix musl build with argp-standalone
The libgpgme configure script does not detect the error_t type under musl,
because musl does not define error_t in errno.h. As a result config.h adds a
local definition of error_t. When argp-standalone is present this local
definition collides with the error_t typedef in argp.h. Assume we always have
error_t when argp-standalone is present.

Vicente Olivert Riera 0a9a32d692 libgpgme: Take into account that gnupg and gnupg2 are mutual exclusive
Avoid that libgpgme can select the gnupg package although gnupg2 has
been already selected. Both packages are mutual exclusive and shouldn't
be selected at the same time.

Jerzy Grzegorek c7f4b96471 package: remove the trailing slash sign from <PKG>_SITE variable
Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:

$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))

so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

Gustavo Zacarias 5fb26d1bca libgpgme: handle argp-standalone
libgpgme has an internal implementation of argp parsing for when the
libc lacks such an implementation (i.e. uClibc).
However if it detects argp.h the internal implementation is disabled and
for a uClibc-based toolchain that breaks the build.
This happens when argp-standalone is installed since libgpgme never
tries to link to libargp.

Make it link against libargp, which also saves some target size. Fixes:
