Remove
`0001-configure.ac-add-disable-examples-option-to-not-buil.patch` as
the `--disable-examples` option exists in LTTng-UST 2.11.0.
Also handle numactl as an optional dependency.

The deleted patches are removed because they are now upstream as of
LTTng-UST v2.10.0.
Adding 0001-configure.ac-add-disable-examples-option-to-not-buil.patch
which will be part of a release eventually (in master branch as of this
date) to add the --disable-examples option. This option configures the
build so that examples are not built, so as to avoid build problems with
examples which involve CMake.

The check-package script when ran gives warnings on ordering issues
on all of these Config files. This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter l in the package directory.
The appropriate ordering is: type, default, depends on, select, help

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv2.1/LGPLv2.1+ is LGPL-2.1/LGPL-2.1+.
This change is done using following command.

Commit 006a328ad6 ("util-linux: fix build with ncurses") removed
dependency on BR2_USE_WCHAR, but failed to update the reverse
dependencies of util-linux.
This commit updates comments in Config.in for BR2_USE_WCHAR for reverse
dependencies of util-linux which directly uses wchar now or when it is
pulled from other dependencies.
eudev doesn't use wchar directly, but needs C99 compiler. Autotools
generate code with wchar_t for checking C99 compiler.

Drop sha256 hash. The combination of md5 and sha1 hashes is enough.
Add a patch that fixes a build failure due to using the compiler of the
host machine. The patch has been submitted as a pull request:

Add the --enable-python-agent configure option to build the LTTng-UST
Python agent when Python 2 or Python 3 is also part of the BR image. The
LTTng-UST Python agent is a Python package which adds LTTng tracing to
Python's standard logging when imported.
Disable the Python agent otherwise.

The two current patches are removed because they were merged upstream.
The new patch is needed to build with uClibc. It was also submitted
upstream, but not merged as is yet. Defining NT_GNU_BUILD_ID to 3 when
it's not defined seems like it's something done in other projects. This
definition's value should never change (number of the build ID note
section in ELF objects).
LTTng-UST now has its man pages written in AsciiDoc and they get
converted to troff at build time. This is not needed in a Buildroot
image anyway.

Quite some time ago, we added the options
BR2_TOOLCHAIN_HAS_GCC_BUG_58595 and BR2_TOOLCHAIN_HAS_GCC_BUG_58854 to
indicate if the toolchain was affected by those gcc bugs, which were
causing build failure with a number of packages.
With the recent change in the external toolchain logic to provide only
the latest version of each toolchain "family", all the toolchains
which were affected by those issues disappeared from Buildroot. Those
options are no longer being selected anywhere, and being blind
options, it means their value is always going to be "disabled".
Conquently, this commit removes those options completely, and updates
all the packages where they were used.

The Buildroot coding style defines one space around make assignments and
does not align the assignment symbols.
This patch does a bulk fix of offending packages. The package
infrastructures (or more in general assignments to calculated variable
names, like $(2)_FOO) are not touched.
Alignment of line continuation characters (\) is kept as-is.
The sed command used to do this replacement is:

After this bulk change, following manual fixups were done:
- fix line continuation alignment in cegui06 and spice (the sed
expression leaves the number of whitespace between the value and line
continuation character intact, but the whitespace before that could have
changed, causing misalignment.
- qt5base was reverted, as this package uses extensive alignment which
actually makes the code more readable.
Finally, the end result was manually reviewed.

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

When a package A depends on config option B and toolchain option C, then
the comment that is given when C is not fulfilled should also depend on B.
For example:
config BR2_PACKAGE_A
depends on BR2_B

This comment should actually be:

Otherwise, the comment would be visible even though the other dependencies
are not met.
This patch adds such missing dependencies, and changes existing such
dependencies from
depends on BR2_BASE_DEP && !BR2_TOOLCHAIN_USES_GLIBC
to
depends on BR2_BASE_DEP
depends on !BR2_TOOLCHAIN_USES_GLIBC
so that (positive) base dependencies are separate from the (negative)
toolchain dependencies. This strategy makes it easier to write such comments
(because one can simply copy the base dependency from the actual package
config option), but also avoids complex and long boolean expressions.

This commit bumps the various LTTng components to their latest stable
version: 0.7.7 for liburcu, 1.1.1 for babeltrace, 2.1.3 for libust and
2.1.2 for lttng-modules.
For babeltrace, the patch
lttng-babeltrace-02-fix-build-old-compilers.patch has been removed
because it has been merged upstream as of version 1.1.1. This is also
the reason why the package no longer needs to be autoreconfigured.
