On Github, a large number of projects name their tag
<some-prefix>-0.3-<some-suffix> (i.e release-3.0, poco-0.1-release,
etc.). In fact majority of the cased adressed in this commit concerns
prefixes.
In most packages, we encode those prefix/suffix in the <pkg>_VERSION
variable.
The problem with this approach is that when used in conjunction with
release-monitoring.org, it doesn't work very well, because
release-monitoring.org has the concept of "version prefix/suffix" and
using that they drop the prefix/suffix to really get the version. For
example on https://release-monitoring.org/project/5418/ the latest
release of "poco" is "1.8.1", not "poco-1.8.1-release".
Therefore, a number of packages in Buildroot have a version that
doesn't match with release-monitoring.org.
Since really the version number of 1.8.1, is makes sense to update our
packages to drop these prefixes/suffixes.
This commit addreses the case of github-fetched packages with
non-conventional prefixes/suffixes.
Note that these changes modify the name of the files stored in DL_DIR,
which means that this will force a re-download of those package source
code for all users, and requires a change to their .hash file.

Many platforms don't provide all FPU features needed by Poco when
configured for soft floating point in their fenv.h header. So
disable fpenvironment for this configuration to avoid build breakage.

The build of Poco currently fails on AArch64 BE due to the built-in
double-conversion code. This commit adds a patch that adapts an
upstream double-conversion fix to the Poco code base.

New options allow to build following components:
* Json
* Redis
* MongoDB
* CppParser
* PDF
This allows to significantly reduce the size of the POCO
libraries. Even though it breaks backward compatibility because those
features were enabled and are now disable by default, Buildroot's
policy is to build the minimal feature-set by default. And users will
get a very clear build failure, which should be easy to fix.

LIBC is really only used to construct the target tuple. To check if we
are using a uClibc toolchain, we use BR2_TOOLCHAIN_USES_UCLIBC.

The check-package script when ran gave warnings on only using
one space before backslashes on all of these makefiles.
This patch cleans up all warnings related to the one space before
backslashes rule in the make files in the package directory.

Parallel build still fails on heavilly multicore machines (e.g. -j25)
and hacks likecommit 32f4957b15 do not
seem to be effective.
Let's simply use MAKE1 for the build step, instead.

This commit adds two patches for poco to fix two issues:
- A link issue caused by the fact that Buildroot uses the "unbundled"
mode for pcre, which is broken due to Poco poking into internal
pcre symbols. A Gentoo patch is adapted to work around this
problem.
- A link and runtime issue caused by the fact that the shared
libraries are simply not installed due to a bug in the Makefile. An
upstream Poco commit is backported to solve this problem.

poco requires dlopen(). There is a --no-sharedlibs option that is
supposed to support building in a statically linked environment, but
it doesn't do anything.

Fix that by adding hash files for all SourceForge-hosted packages (thos
etht did not already have it).
We normally prefer to use hashes published by upstream, but hunting them
all one by one is a tedious task, so those hashes were all locally
computed with a script that searched for SF-hosted packages, downloades
the associated tarball, computed the hash, and stored it in the
corresponding .hash file.
Also, SF publishes sha1 hashes, while I used the stronger sha256, since
sha1 is now considered to be relatively weak.

Not properly supported: mips - only defines generic mips as BE, doesn't
know about mipsel (LE) thus assuming it's BE.

Adding the phony objdir target as a prerequisite of all the .o targets
doesn't work, as they are then always considered out of date, leading
to poco getting rebuilt (without the proper MYSQL_{INC,LIB}DIR settings)
at staging-install / target-install time.
Instead simply use MAKE1 for the build step.
