Drop the po/ disable patch; not needed anymore. Drop the __mempcpy compatibility patch; __mempcpy is not used anymore. Refresh the -Werror removal patch; still needed, unfortunately. Renumber the remaining patches. Add GPLv3 license file. Add license files hash.
