android: make persistent_ram based drivers depend on HAVE_MEMBLOCK

Browse source 
m68k doesn't have memblock_reserve, which causes a build failure
with allmodconfig.  Make PERSISTENT_RAM and RAM_CONSOLE depend on
HAVE_MEMBLOCK.
