locking/lockdep: Cure noinstr fail

When the compiler doesn't feel like inlining, it causes a noinstr
fail:

  vmlinux.o: warning: objtool: lock_is_held_type()+0xb: call to lockdep_enabled() leaves .noinstr.text section
