staging: fsl-mc: fsl-mc object allocator driver

The fsl-mc object allocator driver manages "allocatable" fsl-mc
objects such as DPBPs, DPMCPs and DPCONs. It provides services to
other fsl-mc drivers to allocate/deallocate these types of objects.
