ALSA: pcm.h: add for_each_pcm_streams()

ALSA code has SNDRV_PCM_STREAM_PLAYBACK/CAPTURE everywhere.
Having for_each_xxxx macro is useful.
This patch adds for_each_pcm_streams() for it.
