MLK-22404-04: arm64: Enable IMX8M_PM_DOMAINS config for ARCH_MXC platform 

The imx8m_pm_domain driver is used by i.MX8M SOC family, so enable
the IMX8M_PM_DOMAINS config for ARCH_MXC platform by default.
