[PATCH] USB: fix drivers/usb/gadget/ether.c compile error

This fixes a compile glitch with CONFIG_USB_ETH_RNDIS disabled, and
replaces some inline #ifdeffery (and other code) with inline functions
which can evaluate to constants.
