kbuild: reintroduce ALLSOURCE_ARCHS support for tags/cscope
This patch reintroduce the ALLSOURCE_ARCHS support for tags/TAGS/ cscope targets. The Kbuild previously has this feature, but after moving the targets into scripts/tags.sh, ALLSOURCE_ARCHS disappears.
