xfs: Make the symbol 'xfs_rtalloc_log_count' static 

Fix the following sparse warning:

fs/xfs/libxfs/xfs_trans_resv.c:206:1: warning: symbol 'xfs_rtalloc_log_count' was not declared. Should it be static?
