nds32: Fix building error when CONFIG_FREEZE is enabled. 

To include kernel/Kconfig.freezer to make sure the dependency between
CONFIG_CGROUP_FREEZER and CONFIG_FREEZER

It will cause building error when I make allmodconfig.
