iommu/amd: Add basic debugfs infrastructure for AMD IOMMU

Implement a skeleton framework for debugfs support in the AMD
IOMMU.  Add an AMD-specific Kconfig boolean that depends upon
general enablement of DebugFS in the IOMMU.
