torture: Rename RCU_BUILDONLY to TORTURE_BUILDONLY 

This commit makes the torture scripts a bit more RCU-independent by
changing RCU_BUILDONLY to TORTURE_BUILDONLY.  It also removes an
unnecessary export command.
