kfifo: use BUG_ON

Use BUG_ON(x) rather than if(x) BUG();

The semantic patch that fixes this problem is as follows:

// <smpl>
@@ identifier x; @@
-if (!x) BUG();
+BUG_ON(!x);
// </smpl>
