powerpc: Use ALIGN instead of BLOCK

In the ld documentation under Builtin Functions:

  BLOCK(exp)

    This is a synonym for ALIGN, for compatibility with older linker scripts.

Clang's linker (lld) doesn't know about BLOCK so remove this use of
it.
