drivers/hv: share Hyper-V SynIC constants with userspace 

Moved Hyper-V synic contants from guest Hyper-V drivers private
header into x86 arch uapi Hyper-V header.

Added Hyper-V synic msr's flags into x86 arch uapi Hyper-V header.
