pata_legacy: fix CONFIG_PATA_WINBOND_VLB_MODULE test 

pata_legacy is incorrectly testing PATA_WINBOND_VLB_MODULE instead of
CONFIG_PATA_WINBOND_VLB_MODULE.  Fix it.
