Tonghao Zhang cd6f892ba5 net: openvswitch: use u64 for meter bucket

When setting the meter rate to 4+Gbps, there is an
overflow, the meters don't work as expected.

Andy Zhou 96fbc13d7e openvswitch: Add meter infrastructure
OVS kernel datapath so far does not support Openflow meter action.
This is the first stab at adding kernel datapath meter support.
This implementation supports only drop band type.
