Starting with 9043476f72 ("[PATCH]
sanitize proc_sysctl") we have two netfilter releated problems:
- WARNING: at kernel/sysctl.c:1966 unregister_sysctl_table+0xcc/0x103(),
caused by wrong order of ini/fini calls
- net.netfilter is duplicated and has truncated set of records
Thanks to very useful guidelines from Al Viro, this patch fixes both
of them.

Initially netfilter has had 64bit counters for conntrack-based accounting, but
it was changed in 2.6.14 to save memory. Unfortunately in-kernel 64bit counters are
still required, for example for "connbytes" extension. However, 64bit counters
waste a lot of memory and it was not possible to enable/disable it runtime.
This patch:
- reimplements accounting with respect to the extension infrastructure,
- makes one global version of seq_print_acct() instead of two seq_print_counters(),
- makes it possible to enable it at boot time (for CONFIG_SYSCTL/CONFIG_SYSFS=n),
- makes it possible to enable/disable it at runtime by sysctl or sysfs,
- extends counters from 32bit to 64bit,
- renames ip_conntrack_counter -> nf_conn_counter,
- enables accounting code unconditionally (no longer depends on CONFIG_NF_CT_ACCT),
- set initial accounting enable state based on CONFIG_NF_CT_ACCT
- removes buggy IPCT_COUNTER_FILLING event handling.
If accounting is enabled newly created connections get additional acct extend.
Old connections are not changed as it is not possible to add a ct_extend area
to confirmed conntrack. Accounting is performed for all connections with
acct extend regardless of a current state of "net.netfilter.nf_conntrack_acct".

Patch splits creation of /proc/net/nf_conntrack, /proc/net/stat/nf_conntrack
and net.netfilter hierarchy into their own functions with dummy ones
if PROC_FS or SYSCTL is not set. Also, remove dead "ret = 0" write
while I'm at it.

This includes the most simple cases for netfilter.
The first part is tne queue modules for ipv4 and ipv6,
on which the net/ipv4/ and net/ipv6/ paths are reused
from the appropriate ipv4 and ipv6 code.
The conntrack module is also patched, but this hunk is
very small and simple.

This patch makes /proc/net per network namespace. It modifies the global
variables proc_net and proc_net_stat to be per network namespace.
The proc_net file helpers are modified to take a network namespace argument,
and all of their callers are fixed to pass &init_net for that argument.
This ensures that all of the /proc/net files are only visible and
usable in the initial network namespace until the code behind them
has been updated to be handle multiple network namespaces.
Making /proc/net per namespace is necessary as at least some files
in /proc/net depend upon the set of network devices which is per
network namespace, and even more files in /proc/net have contents
that are relevant to a single network namespace.

As a last step of preventing DoS by creating lots of expectations, this
patch introduces a global maximum and a sysctl to control it. The default
is initialized to 4 * the expectation hash table size, which results in
1/64 of the default maxmimum of conntracks.

Convert conntrack hash to hlists to reduce its size and cache
footprint. Since the default hashsize to max. entries ratio
sucks (1:16), this patch doesn't reduce the amount of memory
used for the hash by default, but instead uses a better ratio
of 1:8, which results in the same max. entries value.
One thing worth noting is early_drop. It really should use LRU,
so it now has to iterate over the entire chain to find the last
unconfirmed entry. Since chains shouldn't be very long and the
entire operation is very rare this shouldn't be a problem.

The semantic effect of insert_at_head is that it would allow new registered
sysctl entries to override existing sysctl entries of the same name. Which is
pain for caching and the proc interface never implemented.
I have done an audit and discovered that none of the current users of
register_sysctl care as (excpet for directories) they do not register
duplicate sysctl entries.
So this patch simply removes the support for overriding existing entries in
the sys_sysctl interface since no one uses it or cares and it makes future
enhancments harder.

Many struct file_operations in the kernel can be "const". Marking them const
moves these to the .rodata section, which avoids false sharing with potential
dirty data. In addition it'll catch accidental writes at compile time to
these shared resources.

This patch adds /proc/net/ip_conntrack, /proc/net/ip_conntrack_expect and
/proc/net/stat/ip_conntrack files to keep old programs using them working.
The /proc/net/ip_conntrack and /proc/net/ip_conntrack_expect files show only
IPv4 entries, the /proc/net/stat/ip_conntrack shows global statistics.

Add a secmark field to IP and NF conntracks, so that security markings
on packets can be copied to their associated connections, and also
copied back to packets as required. This is similar to the network
mark field currently used with conntrack, although it is intended for
enforcement of security policy rather than network policy.

Every netfilter module uses `init' for its module_init() function and
`fini' or `cleanup' for its module_exit() function.
Problem is, this creates uninformative initcall_debug output and makes
ctags rather useless.
So go through and rename them all to $(filename)_init and
$(filename)_fini.
