Toke Høiland-Jørgensen 7cf245a37e samples/bpf: Use consistent include paths for libbpf
Fix all files in samples/bpf to include libbpf header files with the bpf/
prefix, to be consistent with external users of the library. Also ensure
that all includes of exported libbpf header files (those that are exported
on 'make install' of the library) use bracketed includes instead of quoted.

To make sure no new files are introduced that doesn't include the bpf/
prefix in its include, remove tools/lib/bpf from the include path entirely,
and use tools/lib instead.

Jakub Kicinski ea9b636201 samples: bpf: remove load_sock_ops in favour of bpftool
bpftool can do all the things load_sock_ops used to do, and more.
Point users to bpftool instead of maintaining this sample utility.

Lawrence Brakmo 6c4a01b278 bpf: Sample bpf program to set sndcwnd clamp
Sample BPF program, tcp_clamp_kern.c, to demostrate the use
of setting the sndcwnd clamp. This program assumes that if the
first 5.5 bytes of the host's IPv6 addresses are the same, then
the hosts are in the same datacenter and sets sndcwnd clamp to
100 packets, SYN and SYN-ACK RTOs to 10ms and send/receive buffer
sizes to 150KB.
