[PATCH] fbcon: Remove cursor timer if unused 

Remove the cursor timer (cursor flashing) on the following conditions:

- if vc is in KD_GRAPHICS mode, ie, when X owns the console
- if vc is blanked

This misbehavior was exposed by Dave Jones.
