libata: force PIO on IOMEGA ZIP 250 ATAPI

Browse source 
IOMEGA ZIP 250 ATAPI claims MWDMA0 support but fails SETXFERMODE if
asked to configure itself to MWDMA0.  Force PIO.

This fixes bugzilla bug#8497.
