ALSA: Fix SNDCTL_DSP_RESET ioctl for OSS emulation

In OSS emulation, SNDCTL_DSP_RESET ioctl needs the reset of the internal
buffer state in addition to drop of the running streams.  Otherwise the
succeeding access becomes inconsistent.
