Jérémy Lefaure f357563f95 irqchip/st: Mark st_irq_syscfg_resume() __maybe_unused 
When CONFIG_PM_SLEEP is disabled, the compiler raises a warning on
st_irq_syscfg_resume:

Annotate the function with __maybe_unused.

Lee Jones 070884845b irqchip: st: Supply new driver for STi based devices 
This driver is used to enable System Configuration Register controlled
External, CTI (Core Sight), PMU (Performance Management), and PL310 L2
Cache IRQs prior to use.
