Convert CONFIG_SYS_BOOT_GET_{CMDLINE, KBD} to Kconfig

This converts the following to Kconfig:
	CONFIG_SYS_BOOT_GET_CMDLINE
	CONFIG_SYS_BOOT_GET_KBD
