Updated FLIBs to the latest available for MC 10.x and fixed check-patch
warnings. Updated maintainer to myself and removed the DPAA2 Ethernet
dependency.

Introduce the DPAA2 mac driver, which manages Datapath
Media Access Control (DPMAC) objects discovered on the
MC bus.
This driver works as a proxy between phylib including phy
drivers and the Management Complex firmware. It receives
updates on link state changes from PHY lib and forwards
them to the Management Complex and receives interrupts
from the Management Complex whenever a request is made to
change the link state.

There are a few remaining drivers/staging/*/Kconfig files that do not
have SPDX identifiers in them. Add the correct GPL-2.0 identifier to
them to make scanning tools happy.

The DPAA2 Ethernet driver supports Freescale/NXP SoCs with DPAA2
(DataPath Acceleration Architecture v2). The driver manages
network objects discovered on the fsl-mc bus.

This patch is to support phc_index of ethtool_ts_info.
Also make the rtc drvier depend on FSL_DPAA2_ETH because
this driver is only useful when PTP programs are getting
hardware time stamps on the PTP Ethernet packets using the
SO_TIMESTAMPING API.

This patch is to add driver for the DPAA2 1588 timer module (RTC)
which interfaces to up to an unlimited number of 10/100/1000 or
10G ethernet MACs, providing current time, alarm, and fiper support.
The 1588 IP control block includes these distinctive features.
- External GPIO trigger for time-stamping
- 2 Time-stamp alarms
- 3 FIPER pulse generators
- Phase adjusted output timer clock
Currently this driver only supports basic functions like
settime/gettime/adjtime/adjfreq.

Drop dependency on ARCH_LAYERSCAPE (which in turn depends on ARM64),
thus allowing this driver to compile on all architectures supported
by the fsl-mc bus driver.
This was compile tested on:
- powerpc (corenet_basic_defconfig, ppc64_defconfig)
- x86 (i386_defconfig, x86_64_defconfig, needs CONFIG_OF)
- arm64 (defconfig)

Add an alternate dependency on COMPILE_TEST, thus leaving
this driver compile on other architectures.
Also, other drivers depending on the bus are updated to depend
on ARCH_LAYERSCAPE until they'll also be made multi-arch.
This was compiled tested on:
- booke powerpc (corenet{32,64}_smp_defconfig)
- x86 (i386_defconfig, x86_64_defconfig, needs CONFIG_OF)
- arm64 (defconfig)
