add truncPrec to truncate precision of doubles, use it to reduce needless waste in svs.json. This appears to make svs.json 10% smaller.

make sure links to Operator.md work

(correct missing initial capital letter) on Operator.md. had previously suggested removing the use of "--station" for initial/local testing. when not specified, the station ID 0 (zero) is used. are IDs 1 and 255 special? for testing?
