4. Now run ubuntu_setup.sh (in ~/openpilot/tools). **IMPORTANT NOTE** This ultimately failed the first time I tried it. In desperation I tried changing the pyenv version numbers (lines 78 and 79) to the version of python3 that was already on the Jetson. That caused more trouble, so I reverted the numbers back to the original values and ran the script again to get back to the starting point, and this time it worked. So there's some kind of weird hack here and I don't know this process fixed it.
