Update star database

- Andrew Tribick's version 1.0.3; now has 2,499,574 stars
- remove now unnecessary entries from revised.stc
- add TYC star names to starnames.dat (LukeCEL)
- nearstars.stc updated w/ Tycho identifiers (LukeCEL)
